Fabiola Torres
Deputy Inspector General — Audit Services
Fabiola Torres has over 18 years of experience performing state audits, program evaluations, and project management, including various high-profile and complex assignments at the Independent Office of Audits and Investigations (IOAI) and at the California Department of Finance (DOF). As Deputy Inspector General over Audit Services at IOAI, Ms. Torres leads the Auditing Team to identify audit priorities and assess the extent to which legislative, regulatory, or programmatic goals and objectives are being achieved. Ms. Torres serves as the principal audit and risk management policy advisor to the Inspector General and Chief Inspector General and directs all audit staff in the development and timely performance of sensitive and high-risk audits of the California Department of Transportation (Caltrans) and external entities that receive state and federal funds from Caltrans.
Ms. Torres was an Audit Chief at IOAI prior to her current role and was responsible for the direct management, organization, and supervision of audit staff whose functions entail the planning, execution, and review of audits of various governmental programs. As Audit Chief, Ms. Torres was the lead contributor for multiple special projects and reviews, including IOAI's review of Caltrans' Small and Disadvantaged Business Enterprise outreach plan, activities, and related reporting provisions required by Senate Bill 103.
Before joining IOAI, she served nearly 13 years with the DOF’s Office of State Audits and Evaluations. She served as Supervisor–Financial and Performance Evaluator, directing multiple assignments and evaluation teams and coordinating all aspects of each assignment, including an evaluation of DOF’s internal control systems. Prior to this supervisory role, she served as an auditor at the DOF’s Office of State Audits and Evaluations, as well as an Auditor at the California Department of Food and Agriculture.
Ms. Torres graduated with a Bachelor of Science degree in Accountancy from California State University, Sacramento. In 2022, she earned the designation of Certified Inspector General Auditor.
