Matt Espenshade

Chief Deputy Inspector General

Matt Espenshade is the Chief Deputy Inspector General of the Independent Office of Audits and Investigations (IOAI). Under the general direction of the Inspector General, Mr. Espenshade assists in operating a full scope, independent, and objective audit and investigation program that ensures the Department of Transportation and external entities spend funds efficiently and effectively.

Mr. Espenshade has 24 years of public and private audit, management, compliance, governance, and risk management experience. Prior to coming to IOAI, he served as the Principal Manager of Audit Services at the Judicial Council of California, providing independent and objective assurance and expert consultation to improve internal controls, as well as assisting branch leadership with operations and financial activities. He also served as Deputy Secretary of Administration and Audits at the California State Transportation Agency (CalSTA) and was responsible for all administrative matters regarding the agency itself, and the departments and programs under CalSTA's jurisdiction. Before his tenure at CalSTA, Mr. Espenshade was Assistant Chief Deputy Inspector General at the Office of the Inspector General, where he was responsible for planning, developing, implementing, and interpreting policies and procedures for audits, special reviews, and other oversight of the California Department of Corrections and Rehabilitation (CDCR). His career also included terms at CDCR as Supervising Management Auditor and then Deputy Director of Audits and Court Compliance.

Prior to serving at CDCR, Mr. Espenshade was Supervising Management Auditor at California Public Employees' Retirement System and Deputy Inspector General, Senior, and Deputy Inspector General at the Office of the Inspector General. He was also a Research Program Specialist at the California Department of Health Care Services and an Auditor Evaluator at the California State Auditor's Office.

Mr. Espenshade earned a Bachelor of Arts degree in Economics from the University of California, Los Angeles. He is a Certified Fraud Examiner through the Association of Certified Fraud Examiners.
